根據(jù)福州市政府、福州市園林中心的相關(guān)文件，福州市建設(shè)發(fā)展集團(tuán)有限公司面向全球開展《福州市三江口植物園方案設(shè)計(jì)》公開招標(biāo)（以下簡稱“本次招標(biāo)”）�，F(xiàn)將相關(guān)事項(xiàng)公告如下：

According to the relevant documents of Fuzhou Municipal Government and Fuzhou City Garden Center, Fuzhou Construction Development Group Co., Ltd. is launching a global public tender for the "Fuzhou Sanjiangkou Botanical Garden Design Project" (hereinafter referred to as "the tender"). The relevant matters are announced as follows：

一、項(xiàng)目背景I. Project Background

2021年3月24日，習(xí)近平總書記在福州福山郊野公園視察時(shí)說到“福州是有福之州，生態(tài)條件得天獨(dú)厚；福州要把山水城市建設(shè)好，希望有福之州，更好的造福于民，而且能對(duì)我們的國家，做出更大的貢獻(xiàn)！”福州地處淺山沿海地帶，海陸交錯(cuò)，地理上跨越兩個(gè)氣候帶和植被分區(qū)，得天獨(dú)厚的山水生態(tài)本底與氣候條件，生態(tài)系統(tǒng)多樣，生物多樣性資源豐富。福州還擁有豐富多元的歷史文化，面向未來正在建設(shè)現(xiàn)代化國際城市，推動(dòng)城市高質(zhì)量發(fā)展。

On March 24, 2021, General Secretary Xi Jinping visited Fuzhou Fushan Country park and said, "Fuzhou, as its name, is a blessed city with unique ecological conditions; Fuzhou should build a city with mountains and water, hoping that a blessed state will better benefit the people and make a greater contribution to our country!" Fuzhou is located in the coastal area of shallow mountains, where the sea and land are interlaced, and geographically spans two climatic zones and vegetation divisions , it has a unique landscape ecological background and climatic conditions, diverse ecosystems and rich biodiversity resources. Fuzhou also has a rich and diverse history and culture, and is building a modern international city for the future, so as to promote high-quality urban development.

三江口片區(qū)是福州新區(qū)核心區(qū)，是福州“東進(jìn)南下”的發(fā)展軸線中部重要節(jié)點(diǎn)、沿江向海發(fā)展的重要跳板、福州城市的“水陸門戶”，該片區(qū)“三江匯流、山城相融”，具有獨(dú)特而典型的山水城市格局，山地、平原、濕地、河口，地貌類型豐富多樣。在三江口片區(qū)建設(shè)植物園，使植物園建設(shè)與三江口片區(qū)提升共同發(fā)展，將充分彰顯山水城市形象、推動(dòng)新城建設(shè)、完善綠地系統(tǒng)結(jié)構(gòu)、連通區(qū)域綠道網(wǎng)絡(luò)，為生物多樣性保護(hù)、可持續(xù)發(fā)展、提升廣大民眾提高科學(xué)素養(yǎng)貢獻(xiàn)力量。

Sanjiangkou area is the core area of Fuzhou New District, which is an important node in the middle of Fuzhou's development axis of "east to south", an important springboard for development along the river to the sea, and the "land and water gateway" of Fuzhou city. The area has a unique and typical landscape urban pattern, with mountains, plains, wetlands, estuaries, and a rich variety of landform types. The construction of the botanical garden in the Sanjiangkou area, making the construction of the botanical garden and the enhancement of Sanjiangkou area develop together, which will fully highlight the image of the landscape city and promote the construction of the new city; improve the structure of the green space system, connect the regional greenway network, and contribute to biodiversity conservation, sustainable development, and encourage the general public to improve their scientific literacy and make a contribution.

植物園建設(shè)擬借鑒國內(nèi)外優(yōu)秀設(shè)計(jì)理念和成功經(jīng)驗(yàn)，總體遵循五大原則：1)生態(tài)優(yōu)先，因地制宜；2)城園同構(gòu)，聯(lián)結(jié)成網(wǎng)；3）特色鮮明，差異發(fā)展；4)合理開發(fā)，自身造血；5)統(tǒng)籌部署，分步實(shí)施。為滿足植物園從國際視角高起點(diǎn)設(shè)計(jì)、高標(biāo)準(zhǔn)建設(shè)，探索可持續(xù)運(yùn)營模式，現(xiàn)就福州市三江口植物園方案設(shè)計(jì)開展國際招標(biāo)。

The construction of the botanical garden is intended to learn from excellent design concepts and successful experiences at home and abroad, and five major principles should be followed: (i) put ecology first, adjust measures to local conditions; (ii) the garden should be considered with the city, and build a network; (iii) achieve differential development according to distinctive features; (iv) develop reasonably and has its own hematopoietic ability ; (v) overall depolyment, step by step implementation. In order to meet the high starting point design and high standard construction of the botanical garden from an international perspective and to explore sustainable operation mode, international public tender is now carried out for the scheme design of Sanjiangkou Botanical Garden in Fuzhou.

二、設(shè)計(jì)范圍及內(nèi)容II. Design Scope and Content

（一）規(guī)劃與研究范圍

（I）Planning and Research Scope

規(guī)劃范圍：福州市三江口植物園（暫命名）擬選址于三江口片區(qū)清涼山、城門山，其中，清涼山總面積約315公頃、城門山面積約349公頃，共計(jì)664公頃（圖2）。

Planning scope: Fuzhou Sanjiangkou Botanical Garden (Temporary name) is proposed to be located in Qingliang Mountain and Chengmen Mountain in Sanjiangkou Area. The area of Qingliang Mountain is about 315 hectares and the area of Chengmen Mountain is about 349 hectares, total area is 664 hectares (Figure 2).

研究范圍：以植物園開發(fā)建設(shè)為契機(jī)，統(tǒng)籌考慮與周邊地塊協(xié)同規(guī)劃的有效路徑。研究范圍以植物園用地為核心，擴(kuò)展其周邊用地（圖3）的功能及城市空間形態(tài)，總面積約41平方公里，重點(diǎn)梳理與鐵頭山、南湖城市軸線、火車南站樞紐以及三江口片區(qū)慢行系統(tǒng)的關(guān)系，強(qiáng)化植物園與城市景觀風(fēng)貌的協(xié)調(diào)和功能的相輔相成。

Scope of the study : Taking the development and construction of the botanical garden as an opportunity, consider the effective path of synergistic planning with the surrounding parcels . The scope of the study takes the botanical garden site as the core and extends the functions and urban spatial forms of its surrounding sites (Figure 3), with a total area of about 41 square kilometers, focusing on sorting out the relationship with Tietou Mountain, the urban axis of South Lake, the hub of South Railway Station and the slow-moving system of Sanjiangkou area, and strengthening the coordination of the botanical garden and the urban landscape and the complementary functions.

1、設(shè)計(jì)目標(biāo)

I. Design objectives

（1）對(duì)標(biāo)一流、國際視野

（i）Benchmarking against first-class, international vision

在彰顯福州地域特色、山水格局和地帶性植物資源的前提下，響應(yīng)建設(shè)現(xiàn)代化國際城市新城核心區(qū)的總體要求，結(jié)合三江口片區(qū)交通樞紐、藝術(shù)高地、城市門戶、國際交流集中區(qū)等優(yōu)勢(shì)，通過特色專類園、數(shù)字植物園、文旅植物園等多種建設(shè)方式，打造一個(gè)開放多元國際一流的植物園及周邊城市功能。同時(shí)把植物生物多樣性的概念引入片區(qū)其他的公共開放空間，構(gòu)建三江口泛植物園生態(tài)游覽區(qū)域，最終形成具有豐富的生物多樣性、宜居的、具有特色的全球獨(dú)一無二的三江口城市會(huì)客廳。

On the premise of highlighting Fuzhou's regional characteristics, landscape pattern and zonal botanical resources, responding to the overall requirement of building the core area of a modern international urban new city, and combining the advantages of the transportation hub, art highland, urban gateway and international exchange concentration area in the Sanjiangkou area, an open and diversified international first-class botanical garden and the surrounding city functions shall be created through various construction methods such as the characteristic special garden, digital botanical garden and cultural tourism botanical garden. At the same time, the concept of plant biodiversity shall be introduced into other public open spaces in the area to build a pan-botanical garden ecological tour area of Sanjiangkou, which shall eventually form a globally unique Sanjiangkou city living room with rich biodiversity, livability and characteristics.

（2）準(zhǔn)確定位、突出特色

高水平植物園必須具備有競(jìng)爭力的資源和品牌。通過對(duì)國內(nèi)外重要植物園及本地區(qū)植物專類公園的競(jìng)合分析，結(jié)合本項(xiàng)目地理、氣候、立地條件分析，提出三江口植物園的差異化發(fā)展方向，明確定位，展現(xiàn)特點(diǎn)，在實(shí)現(xiàn)科學(xué)研究、生態(tài)修復(fù)、科普教育、休閑娛樂于一體的目標(biāo)前提下，提出具有競(jìng)爭力的獨(dú)特的植物種類、展陳方式、特色資源和風(fēng)景特色等。

High-level botanical gardens shall have competitive resources and brands. Through competitive analysis of important botanical gardens at home and abroad and plant-specific gardens in the region, combined with the analysis of geography, climate and site conditions of this project, the differentiated development direction of Sanjiangkou Botanical Garden shall be proposed to clearly position itself, show its characteristics, and put forward competitive and unique plant species, exhibition methods, characteristic resources and scenic features, etc.

（3）山水形勝、城園相融

塑造鮮明特色的山水城市的風(fēng)景式植物園。為響應(yīng)福州建設(shè)山水城市，打造生態(tài)文明造福于民的典型，三江口植物園應(yīng)依托特有的山、水、新城的空間格局，充分發(fā)揮植物園外溢效應(yīng)，并綜合考慮三江口片區(qū)的高鐵樞紐、會(huì)展中心、藝術(shù)中心、城市山水門戶的特殊功能和定位，提出契合一園多區(qū)的“布局、建設(shè)、運(yùn)營”方式，“園與城”融合，實(shí)現(xiàn)與周圍城市用地的優(yōu)勢(shì)互補(bǔ)與資源整合，營造獨(dú)具特色的山水城市風(fēng)景式植物園，引領(lǐng)福州現(xiàn)代化國際城市“三江口片區(qū)”的建設(shè)。

Shaping a scenic botanical garden with distinctive characteristics of a landscape city. In response to Fuzhou's construction of a landscape city and to create a typical ecological civilization for the benefit of the people, Sanjiangkou Botanical Garden shall rely on the unique spatial pattern of mountains, water and new cities, give full play to the spillover effect of the botanical garden, and take into account the special functions and positioning of the Sanjiangkou area as a high-speed railway hub, exhibition center, art center and urban landscape gateway, and propose a "layout, construction, and operation" approach that fits the garden with multiple zones . The garden shall be integrated with the city to achieve complementary advantages and resource integration with the surrounding urban land, create a unique landscape botanical garden for a landscape city, and lead the construction of "Sanjiangkou Area" of Fuzhou modern international city.

（4）分期有序、彈性發(fā)展

（iv）Phased orderly and develop flexibly 

植物園是一個(gè)長期建設(shè)和積累的項(xiàng)目，非一撮而就，制定彈性發(fā)展的路徑，要有合理的分期，又要有彈性的發(fā)展余地。重點(diǎn)分析三江口的規(guī)劃，銜接片區(qū)建設(shè)時(shí)序，確定分期建設(shè)的計(jì)劃，綜合考慮交通、資金、特色展示、城區(qū)建設(shè)銜接等因素，合理比選啟動(dòng)區(qū)（一期項(xiàng)目，不少于100公頃），并對(duì)植物園一期項(xiàng)目制定修建性詳細(xì)規(guī)劃方案（方案設(shè)計(jì)）。

The construction of botanical garden is a long-term and accumulation project, which is not just a handful. The elastic development path shall be formulated with reasonable stages and have flexible room for growth. Focus on analyzing the planning of Sanjiangkou, articulating the timing of the construction of the area, determining the plan of phased construction, taking into account factors such as transportation, funding, feature display, and urban construction connection, etc., reasonably comparing the start-up area (Phase I project, not less than 100 hectares), and formulating a detailed construction planning plan for the first phase of the botanical garden project（scheme design）.

（5）建、管、營一體，可持續(xù)發(fā)展

（v）Construction, management and operation as a whole, sustainable development

植物園建設(shè)和運(yùn)行需要有長期穩(wěn)定的資金投入，為適應(yīng)“市場(chǎng)化”建設(shè)運(yùn)營管理模式的要求，三江口植物園需在滿足基本功能的前提下，引入可持續(xù)運(yùn)營發(fā)展理念進(jìn)行規(guī)劃設(shè)計(jì)，通過社會(huì)資本引入，科普和文、體、商、旅相結(jié)合，科研和產(chǎn)業(yè)相互輔助，籌集資金、創(chuàng)造收入，使植物園實(shí)現(xiàn)健康良性的運(yùn)行，實(shí)現(xiàn)長久的可持續(xù)發(fā)展。

As the construction and operation of the botanical garden requires long-term stable capital investment，in order to meet the requirements of the "market-oriented" construction and operation management mode, the Sanjiangkou Botanical Garden shall introduce the concept of sustainable operation and development for planning and design under the premise of satisfying the basic functions, and through the introduction of social capital, combining science and popularization with culture, sports, business and tourism, scientific research and industry, the botanical garden shall raise funds and generate income to achieve healthy and benign operation and realize long-term sustainable development.

2、設(shè)計(jì)內(nèi)容

II. Design content

總體規(guī)劃設(shè)計(jì)內(nèi)容包括植物園功能定位與發(fā)展策略、三江口片區(qū)園城融合發(fā)展建議、植物園總體設(shè)計(jì)、生境保護(hù)與營造設(shè)計(jì)、專類園總體布局、植物園生態(tài)旅游策劃、露地專類園植物設(shè)計(jì)、溫室植物設(shè)計(jì)、建筑設(shè)計(jì)、道路交通及慢行系統(tǒng)設(shè)計(jì)、導(dǎo)覽及標(biāo)識(shí)設(shè)計(jì)、運(yùn)營管理體系設(shè)計(jì)、建設(shè)時(shí)序、植物園一期建設(shè)范圍以及方案設(shè)計(jì)、投資估算等內(nèi)容。

The overall planing and design shall include the functional positioning and development strategy of the botanical garden, the development proposal of the integration of the garden and city in the Sanjiangkou area, the overall design of the botanical garden, the design of habitat protection and construction, the general layout of the special garden, the ecotourism planning of the botanical garden, the design of plants in the open field special garden, the design of greenhouse plants, the architectural design, the design of road traffic and slow traffic system, the design of guide and signage, the design of operation management system, the construction timing, the scope and detailed design of the first phase of the botanical garden, the scheme design and the investment estimate, etc.

（1）三江口片區(qū)園城融合發(fā)展建議

（i）Suggestions for integrated development of the garden and city in the Sanjiangkou area

通過研究范圍的總體研究，重點(diǎn)梳理植物園與鐵頭山、南湖城市軸線、火車南站樞紐及周邊開放空間之間的聯(lián)系，巧妙構(gòu)建相互之間連接的慢行廊道及城市活力帶，尤其是清涼山、城門山與南湖城市軸線之間的通廊，使之成為植物園整體有機(jī)組成的部分。并統(tǒng)籌考慮片區(qū)的會(huì)展中心、藝術(shù)中心、歷史街區(qū)等城市功能，提出契合“園城融合”、“一園兩區(qū)”的植物園“布局、建設(shè)、運(yùn)營”方式，同時(shí)把植物生物多樣性的概念引入片區(qū)其他的公共開放空間，構(gòu)建三江口泛植物園生態(tài)游覽區(qū)域，最終形成具有豐富的生物多樣性、宜居的、具有特色的全球獨(dú)一無二的三江口城市會(huì)客廳。制定切實(shí)可行的交通銜接方式、用地調(diào)整策略、運(yùn)營管理方式、旅游開發(fā)路徑等，使植物園建設(shè)能夠與三江口片區(qū)提升共謀發(fā)展，推進(jìn)三江口片區(qū)實(shí)現(xiàn)從交通樞紐到世界級(jí)旅游目的地的轉(zhuǎn)變。

Through the overall research of the study scope, the tenderer shall focus on sorting out the connection between the botanical garden and Tietou Mountain, the urban axis of South Lake, the hub of South Railway Station and the surrounding open space, and shall skillfully construct the slow corridor and urban vitality zone connected with each other, especially the corridor between Qingliang Mountain, Chengmen Mountain and the urban axis of South Lake, making it an organic part of the botanical garden as a whole. The tenderer shall also integrate the urban functions of the area, such as the exhibition center, art center and historical district, and proposes the "layout, construction and operation" of the botanical garden, which is in line with the "garden-city integration" and "one garden and two districts". "At the same time, the concept of plant biodiversity shall be introduced into other public open spaces in the area to build a pan-botanical garden ecological tour area in Sanjiangkou, which shall eventually form a globally unique Sanjiangkou city living room with rich biodiversity, livability and characteristics. The tender shall formulate feasible transportation connection mode, land adjustment strategy, operation management mode and tourism development path, so that the botanical garden construction can improve and seek common development with Sanjiangkou area, and promote the transformation of Sanjiangkou area from a transportation hub to a world-class tourism destination.

（2）植物園功能定位與發(fā)展策略

（ii）Functional positioning and development strategy of the botanical garden

通過對(duì)國內(nèi)外重要植物園及本地區(qū)植物專類公園的競(jìng)合分析，結(jié)合本項(xiàng)目地理、氣候、立地條件分析，提出三江口植物園的差異化發(fā)展方向，明確定位，展現(xiàn)特點(diǎn)，從植物種類、展陳方式、特色資源和風(fēng)景特色等多元方向精準(zhǔn)定位三江口植物園的目標(biāo)，并通過特色專類園、數(shù)字植物園、文旅植物園等多種建設(shè)方式，打造一個(gè)開放多元國際一流的植物園。

By analyzing the competition of important botanical gardens at home and abroad and the botanical special gardens in the region, combined with the analysis of the geography, climate and site conditions of this project, the tender shall propose the differentiated development direction of Sanjiangkou botanical garden, clarify the positioning, show the characteristics, accurately locate the goal of Sanjiangkou botanical garden from multiple directions such as plant species, exhibition methods, characteristic resources and landscape characteristics, and build an open, diversified and international first-class botanical garden through various construction methods such as characteristic special garden, digital botanical garden and cultural and tourism botanical garden.

（3）植物園總體設(shè)計(jì)

（iii）Overall design of the Botanical Garden

通過對(duì)項(xiàng)目所在區(qū)域地理、氣候條件與本底建設(shè)條件的調(diào)查評(píng)估，依托三江口片區(qū)特有的山、水、新城格局，緊扣植物園功能定位，明確植物園的山水本底特色與功能分區(qū)，并根據(jù)植被區(qū)系特點(diǎn)、地方特色、場(chǎng)地條件以及植物的生態(tài)習(xí)性、觀賞特性等要求對(duì)植物園空間進(jìn)行總體布局，使其能夠在充分發(fā)揮本底優(yōu)勢(shì)的前提下，實(shí)現(xiàn)科學(xué)研究、生態(tài)修復(fù)、科普教育、休閑娛樂的多重目標(biāo)，打造獨(dú)具特色的山水城市風(fēng)景式植物園。

Through the investigation and evaluation of the geography, climatic conditions and background construction conditions of the project area, relying on the unique pattern of mountains, water and new town in Sanjiangkou area and closely focusing on the functional positioning of the botanical garden, the landscape background characteristics and functional division of the botanical garden should be defined, and the overall layout of the botanical garden space shall be carried out according to the requirements of vegetation flora characteristics, local characteristics, site conditions, ecological habits and ornamental characteristics of plants. Under the premise of giving full play to its background advantages, the multiple objectives of scientific research, ecological restoration, popular science education and leisure and entertainment shall be realized, creating a unique landscape botanical gardening a landscape city.

（4）生境保護(hù)與營造設(shè)計(jì)

（iv）Habitat protection and design

通過對(duì)選址范圍內(nèi)水文、土壤、植被、地形、光照等的調(diào)查評(píng)估，明確植物園已具備的或潛在的生境類型，在此基礎(chǔ)上，以生態(tài)保育與生境營造為重點(diǎn)，提出植物園應(yīng)具備的生境類型與生境營造策略，使山地、濕地充分發(fā)揮其生態(tài)效益，營造豐富且具有本土特色的植物園生境，從而充分彰顯植物園的生物多樣性。

Through the investigation and assessment of hydrology, soil, vegetation, topography and light within the site, the existing or potential types of habitats in the botanical garden shall be clarified. （5）專類園總體布局

為實(shí)現(xiàn)“園與城”的融合，植物園擬采取“園中之園”模式建設(shè)，方案應(yīng)結(jié)合植物園定位與特色，提出特色鮮明、價(jià)值突出的植物專類園類型，并結(jié)合立地條件進(jìn)行專類園布局，如依托現(xiàn)有清涼山公園建設(shè)杜鵑專類園、依托城門山茉莉花田建設(shè)市花園等，實(shí)現(xiàn)植物園的公共性，從而更好地引領(lǐng)三江口片區(qū)建設(shè)。

The plan shall combine the positioning and characteristics of the botanical garden, put forward distinctive and valuable types of plant special gardens, and carry out the layout of special gardens by considering the site conditions, such as relying on the existing Qingliang Mountain garden to build a special garden for azaleas, or relying on the jasmine fields in Chengmen Mountain to build a city garden, so as to realize the public nature of the botanical garden and better lead the construction of the Sanjiangkou area.

（6）植物園生態(tài)旅游策劃

（vi）Botanical garden ecotourism planning

引入可持續(xù)運(yùn)營發(fā)展理念進(jìn)行規(guī)劃設(shè)計(jì)，以植物園優(yōu)良的生態(tài)環(huán)境為依托，在不超過植物園承載力的前提下，策劃植物展陳主題、開發(fā)生態(tài)旅游活動(dòng)與路線，建造可自身造血的文旅植物園，實(shí)現(xiàn)長久的可持續(xù)發(fā)展。此外，綜合考慮片區(qū)的會(huì)展中心、藝術(shù)中心、歷史街區(qū)等城市功能區(qū)，聯(lián)動(dòng)植物園周邊區(qū)域旅游資源為三江口片區(qū)旅游開發(fā)提出思路。

By introducing the concept of sustainable operation and development for planning and design, relying on the excellent ecological environment of the botanical garden, and on the premise of not exceeding the carrying capacity of the botanical garden, the tenderer shall plan the theme of plant exhibition, develop ecotourism activities and routes, and build a cultural and tourism botanical garden that can generate own value, so as to realize long-term sustainable development. （7）道路交通及慢行系統(tǒng)設(shè)計(jì)

落實(shí)上位規(guī)劃和相關(guān)專項(xiàng)規(guī)劃，提出“一園兩區(qū)”間慢行系統(tǒng)的連接方式，巧妙構(gòu)建相互之間連接的慢行廊道及城市活力帶，尤其是清涼山、城門山與南湖城市軸線之間的通廊，使之成為植物園整體有機(jī)組成的部分。并在園區(qū)內(nèi)設(shè)置科研、游覽有序結(jié)合的交通體系，合理布局游覽性道路設(shè)計(jì)和交通組織，滿足園區(qū)游人量和景點(diǎn)容量需求；對(duì)外部交通的銜接、停車設(shè)施等提出配置建議。

統(tǒng)籌協(xié)調(diào)福州氣候條件、地帶性植物分布、功能要求、空間布局、植物生長環(huán)境模擬、設(shè)備系統(tǒng)等內(nèi)容，論證植物溫室、冷室建設(shè)的必要性及可行性，在此基礎(chǔ)上提出建筑的概念方案設(shè)計(jì)，確定溫室、展覽館的結(jié)構(gòu)和形式，創(chuàng)造植物適宜的生存空間和游人舒適的游覽環(huán)境，并充分利用風(fēng)、水、地?zé)�、太陽能等綠色能源，減少建設(shè)投資和降低運(yùn)營成本。同時(shí)植物園其他主要建筑包括科普教育建筑、科研建筑、管理建筑等根據(jù)總體方案需求進(jìn)行合理布局，并完成主要建筑的概念性方案。

重點(diǎn)分析三江口的規(guī)劃，銜接片區(qū)建設(shè)時(shí)序，確定分期建設(shè)的計(jì)劃，綜合考慮交通、資金、特色展示、城區(qū)建設(shè)銜接等因素，合理比選啟動(dòng)區(qū)（一期項(xiàng)目，不少于100公頃），并完成植物園一期方案設(shè)計(jì)。

確定植物園啟動(dòng)區(qū)后，進(jìn)行一期項(xiàng)目方案設(shè)計(jì)，最終成果應(yīng)達(dá)到方案設(shè)計(jì)的深度。根據(jù)植物園功能定位、相關(guān)規(guī)劃、場(chǎng)地現(xiàn)狀等完成現(xiàn)狀條件分析、規(guī)劃總平面圖、各項(xiàng)專業(yè)規(guī)劃圖、豎向規(guī)劃圖、反應(yīng)規(guī)劃設(shè)計(jì)意圖的效果圖等內(nèi)容。

引入可持續(xù)運(yùn)營發(fā)展理念進(jìn)行規(guī)劃設(shè)計(jì)，以5A級(jí)景區(qū)為參考，提出植物園可持續(xù)運(yùn)營的有效途徑，如相關(guān)基礎(chǔ)配套設(shè)施和游覽設(shè)施的設(shè)置、政府企業(yè)合作運(yùn)營方式、科普與文、體、商、旅的結(jié)合、科研和產(chǎn)業(yè)相互輔助等籌集資金、創(chuàng)造收入，并通過投融資、建設(shè)、運(yùn)營管理費(fèi)用的估算明確植物園所能達(dá)成的經(jīng)濟(jì)效益，使植物園實(shí)現(xiàn)健康良性的運(yùn)行，實(shí)現(xiàn)長久的可持續(xù)發(fā)展。

3、國際招標(biāo)范圍及內(nèi)容

III. The scope and content of international tender

（1）概念性總體規(guī)劃方案階段：完成福州市三江口植物園概念性總體規(guī)劃方案；

（i）Conceptual master plan phase: complete the conceptual overall plan of Sanjiangkou Botanical Garden in Fuzhou.

（2）方案深化階段：中標(biāo)單位整合各家入圍方案，完成福州市三江口植物園概念性方案總體規(guī)劃優(yōu)化，總體規(guī)劃達(dá)到修建性詳細(xì)規(guī)劃的深度。植物園一期達(dá)到方案設(shè)計(jì)的深度。

（ii）Scheme deepening phase: the winning tenderer shall integrate each shortlisted schemes and complete the optimization of the conceptual master plan of Sanjiangkou Botanical Garden in Fuzhou City, and the plan shall reach the depth of the detailed construction plan. Phase I of the Botanical Garden shall reach the depth of the schematic design.

（三）本公告的規(guī)劃設(shè)計(jì)內(nèi)容中所提供的相關(guān)規(guī)劃數(shù)據(jù)在資格入圍答疑階段若有調(diào)整，各投標(biāo)單位需充分響應(yīng)。

（III）If the relevant planning data provided in the planning and design content of this announcement is adjusted during the Q&A stage of the qualification shortlist, all bidders shall fully respond.

三、招標(biāo)方式III. Tender mode

本次招標(biāo)活動(dòng)包括資格入圍和方案評(píng)選兩個(gè)階段。

The tender includes two stages of qualification shortlisting and scheme selection.

（一）資格入圍階段。通過公開報(bào)名的方式招募國內(nèi)外優(yōu)秀設(shè)計(jì)單位，通過資格及概念提案評(píng)選確定入圍名單，允許以聯(lián)合體形式投標(biāo)。投標(biāo)單位需要提供包括資質(zhì)水平、主創(chuàng)設(shè)計(jì)師及團(tuán)隊(duì)成員、業(yè)績證明等能表現(xiàn)團(tuán)隊(duì)設(shè)計(jì)實(shí)力的相關(guān)證明材料，并提出方案設(shè)計(jì)的簡要思路。最終由專家評(píng)選出 5 家投標(biāo)單位進(jìn)入下一階段的方案評(píng)選。若投標(biāo)單位數(shù)量或入圍投標(biāo)單位數(shù)量未達(dá)要求，主辦單位保留終止招標(biāo)的權(quán)利。

（i）Qualification shortlisting stage. Excellent design companies from home and abroad shall be recruited through open application, and the shortlist shall be determined through qualification and concept proposal selection, and allow bidding in the form of consortium. The tendering company shall provide relevant supporting materials including qualification level, chief designer and team members, proof of performance, etc. that can show the design strength of the team, and present a brief idea of the program scheme design. Five tenderers will be selected finally by the experts to proceed to the next stage of proposal selection. If the number of tendering companies or the number of shortlisted tendering companies does not meet the requirements, the organizer shall reserve the right to terminate the tender.

（二）方案評(píng)選階段。由入圍的投標(biāo)單位按照《福州市三江口植物園方案設(shè)計(jì)任務(wù)書》要求提交方案設(shè)計(jì)成果。由主辦單位組織專家進(jìn)行方案評(píng)選推薦排名，上報(bào)市政府研究確定名次，委托第一名中選設(shè)計(jì)單位開展后續(xù)方案整合和深化工作。方案深化可吸取各投標(biāo)方案優(yōu)點(diǎn)，同時(shí)按照市政府、指揮部、專家評(píng)審等各方意見深化細(xì)化整合為一版具有整體性和獨(dú)創(chuàng)性的設(shè)計(jì)方案，指導(dǎo)規(guī)劃實(shí)施。

（ii）Program selection phase. The shortlisted tenderers shall submit the program design results in accordance with the requirements of the "Fuzhou Sanjiangkou Botanical Garden Program Design Task Book". The organizer will organize experts to select and recommend the ranking of the program, submit to the municipal government to determine the final ranking, and entrust the first selected design company to carry out subsequent program integration and deepening work. The scheme deepening should draw on the advantages of each tendering scheme. At the same time, according to the opinions of the municipal government, headquarters, expert review and other parties, deepen the refinement and integration into a comprehensive and original design scheme to guide the planning and implementation.

四、招標(biāo)要求IV. Tender requirements

（一）本次招標(biāo)活動(dòng)采用公開報(bào)名方式，境內(nèi)外設(shè)計(jì)單位均可報(bào)名參加，允許聯(lián)合體報(bào)名，聯(lián)合體成員數(shù)量不超過3家。不接受自然人及自然人組合的報(bào)名。聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的投標(biāo)單位組成聯(lián)合體參加投標(biāo)。

（i）The tender is open to the public. All domestic and foreign design companies are allowed to participate in the bidding, and the number of consortium members shall not be more than 3. This project does not accept an individual’s or an assembly of individuals’ registration. All parties shall not form a consortium to participate in the bidding in their own name or with other bidders.

（二）本次國際招標(biāo)不設(shè)資質(zhì)要求，但投標(biāo)單位應(yīng)具有近10年內(nèi)承接過用地面積不少于100公頃的植物園類似項(xiàng)目，并提供設(shè)計(jì)合同業(yè)績證明材料，國內(nèi)外注冊(cè)并在有效期內(nèi)具有上述業(yè)績的合法獨(dú)立法人企業(yè)或機(jī)構(gòu)均可報(bào)名參加。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名參賽。

（ii）There is no qualification requirement for this international bidding, but the bidder should have undertaken similar botanical garden projects with a land area of no less than 100 hectares in the past 10 years, and provide the design contract performance certification materials.All legal independent corporate enterprises or organizations registered at home and abroad and have the above achievements within the validity period can sign up. Two or more legal persons whose legal representatives are the same person, parent company, wholly-owned subsidiary and its holding company, may not register for the competition at the same time.

（三）鼓勵(lì)投標(biāo)單位跨界聯(lián)合，融合城市規(guī)劃設(shè)計(jì)、景觀設(shè)計(jì)、建筑設(shè)計(jì)、運(yùn)營策劃、產(chǎn)業(yè)與功能策劃等不同經(jīng)驗(yàn)的團(tuán)隊(duì)。

（iii）Tendering companies are encouraged to join forces across borders and integrate teams with different experiences in urban planning and design, landscape design, architectural design, operation planning, industrial and functional planning, etc.

（四）考慮到新冠疫情對(duì)國際航班等的影響，在中國境內(nèi)無分支機(jī)構(gòu)的境外投標(biāo)單位必須與境內(nèi)投標(biāo)單位組成聯(lián)合體參加投標(biāo)。

（iv）Considering the impact of the Covid-19 epidemic on international flights, etc., overseas tendering companies without branches in China shall form a consortium with domestic tendering companies to participate in the tender.

（五）參與本次招標(biāo)活動(dòng)的主創(chuàng)設(shè)計(jì)師須主持過多個(gè)同類項(xiàng)目，具有10年以上相關(guān)工作經(jīng)驗(yàn)，且須全過程參與本次活動(dòng)，包括成果匯報(bào)、評(píng)審答疑（含視頻會(huì)議）等重要環(huán)節(jié)工作。如在本次招標(biāo)活動(dòng)過程中發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與資格預(yù)審申請(qǐng)文件材料所提交的人員名單不符，主辦單位有權(quán)取消其投標(biāo)資格。

（v）The chief designers participating in the tender shall preside over several similar projects, designers shall have more than 10 years of relevant work experience, and shall participate in this tender in the whole process, including important links such as results reporting, review and answering questions (including video conference). If it is found in the bidding process that the chief designer is inconsistent with the list of personnel submitted in the prequalification application documents, the organizer has the right to cancel its bidding qualification.

（六）參與本次招標(biāo)活動(dòng)的專業(yè)技術(shù)人員須為該投標(biāo)單位在冊(cè)人員，為了保證項(xiàng)目團(tuán)隊(duì)人員對(duì)中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外投標(biāo)單位的專業(yè)技術(shù)人員團(tuán)隊(duì)中應(yīng)至少有一名通曉漢語人士。

（vi）The professional and technical personnel participating in the tender shall be the registered personnel of the tendering company. In order to ensure that the project team members have an accurate understanding of the background and relevant requirements of the Chinese region, project planning and design personnel should include at least one person who is proficient in Chinese and has an intermediate professional title or above.

（七）投標(biāo)單位應(yīng)按上述要求參與本次招標(biāo)活動(dòng)，否則主辦單位有權(quán)取消其投標(biāo)資格。除上述條款外，當(dāng)本次招標(biāo)活動(dòng)主辦單位提出合理要求時(shí)，投標(biāo)單位應(yīng)繼續(xù)補(bǔ)充提供符合相應(yīng)要求的資格證明文件。

（vii）The bidder shall participate in this bidding activity according to the above requirements, otherwise the organizer has the right to cancel its bidding qualification. In addition to the above terms, when the organizer of this tender makes reasonable requests, the tenderer should continue to provide additional qualification documents that meet the corresponding requirements.

（八）具備以下條件的投標(biāo)單位優(yōu)先考慮：

（viii）Priority shall be given to tendering companies with the following conditions:

具有多個(gè)同類植物園項(xiàng)目特點(diǎn)的規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)；

Planning and design experience of similar botanical garden projects；

由承接過同類項(xiàng)目的國內(nèi)外院士或大師擔(dān)任主創(chuàng)設(shè)計(jì)師的投標(biāo)單位；

Tendering companies with domestic and foreign academicians or masters who have undertaken similar projects as the chief designers；

項(xiàng)目主創(chuàng)設(shè)計(jì)師獲得相關(guān)行業(yè)國際或國內(nèi)大獎(jiǎng)。

The chief designer of the project has won international or domestic awards in related industries.

五、費(fèi)用設(shè)置V. Design Fee & Honorarium

本次招標(biāo)活動(dòng)對(duì)資格入圍且參與方案評(píng)審的五家投標(biāo)單位支付設(shè)計(jì)費(fèi)用（含稅）：

The tender pays the design fee (including tax) to the five tenderers who are qualified to be shortlisted and participate in the evaluation of the proposal：

第一名：中標(biāo)單位將獲得項(xiàng)目方案設(shè)計(jì)合同資格，待完成項(xiàng)目方案整合和優(yōu)化深化后，最終可獲得方案設(shè)計(jì)編制費(fèi)用合計(jì)人民幣400萬元。

First place: The winning tenderer shall be qualified for the project scheme design contract, and shall eventually receive a total of RMB 4,000,000 for the scheme design preparation after the project scheme integration and optimization and deepening are completed.

第二名：獲得補(bǔ)償費(fèi)用人民幣80萬元；

Second place: compensation fee of RMB 800,000.

第三名：獲得補(bǔ)償費(fèi)用人民幣60萬元；

Third place: compensation fee of RMB 600,000.

第四名和第五名：各獲得補(bǔ)償費(fèi)用人民幣40萬元。

Fourth and fifth place: compensation fee of RMB 400,000 for each.

資格比選階段未入圍投標(biāo)單位不獲得補(bǔ)償費(fèi)。

No compensation fee shall be paid to the unsuccessful tenderers in the qualification phase.

注：本項(xiàng)目的設(shè)計(jì)費(fèi)和補(bǔ)償費(fèi)不因主辦單位調(diào)整城市規(guī)劃或方案設(shè)計(jì)規(guī)模而調(diào)整，投標(biāo)單位需充分響應(yīng)。投標(biāo)單位參加本次招標(biāo)活動(dòng)產(chǎn)生的所有費(fèi)用（含差旅住宿費(fèi)）均自行承擔(dān)。

1. To submit on site, the tenderer shall hold the legal representative authorization letter；if in the form of a consortium, the tenderer shall hold the legal representative authorization letter of the lead design company of the consortium.

2、以快遞郵寄方式遞交時(shí)，請(qǐng)預(yù)留足夠的快遞運(yùn)輸時(shí)間，以材料送達(dá)時(shí)間為準(zhǔn)。投標(biāo)單位應(yīng)做好快遞包封工作，例如利用紙箱或泡沫箱進(jìn)行包封。郵寄過程中發(fā)生資料損壞、丟失等情形造成的后果，由投標(biāo)單位自行承擔(dān)。

2. When submitting by express mail, please allow enough express delivery time for the material to be delivered. Tendering companies shall do a good job of express wrapping, such as using cartons or foam boxes for wrapping. The consequences caused by damage or loss of information during the mailing process shall be borne by the tendering company itself.

八、資格預(yù)審文件VIII. Pre-qualification Documents

資格預(yù)審申請(qǐng)文件由報(bào)名文件和概念提案兩部分組成，須分別獨(dú)立成冊(cè)。

The pre-qualification application document consists of two parts: the registration document and the concept proposal, which shall be in separate volumes.

（一）報(bào)名文件內(nèi)容要求

（I）Requirements of the content of the registration documents

A4 規(guī)格（210mm×297mm），1 正7 副，不超過40 張單頁紙內(nèi)容（雙面打印，頁碼只到80，頁數(shù)限制不含封面封底扉頁和目錄），膠裝。

A4 size (210mm × 297mm), 1 original and 7 copies, no more than 40 single-page paper content (double-sided printing, page number only to 80, page limit does not include the front and back cover title page and table of contents), adhesive binding.

（二）概念提案為A3橫版圖文排版設(shè)計(jì)文本，1 正7 副，單面彩色打印，不超過30頁（不含封面封底）。內(nèi)容包括但不限于以下：

（II）The concept proposal is an A3 horizontal layout design text, 1 original and 7 copies, printed in color on one side, shall not be more than 30 pages (excluding the front and back covers). Content includes, but is not limited to:

• 資格預(yù)審文件應(yīng)由投標(biāo)單位的法定代表人或者其授權(quán)的代表簽字并加蓋公章（或電子章）、騎縫章，如由后者簽字，應(yīng)提供“法定代表人授權(quán)委托書”。

 

（i）Pre-qualification documents shall be signed and affixed with the official seal (or Electronic seal) and seam seal by the legal representative of the tendering companies or its authorized representative; if signed by the latter, the "Legal Representative's Authorization Letter" shall be provided.

 

• 全套資格預(yù)審文件的正本和全部副本均應(yīng)使用不能擦去的墨料或墨水打印、書寫或復(fù)印，并由法定代表人或其授權(quán)的代表簽署，蓋投標(biāo)單位公章（或電子章）。資格預(yù)審文件應(yīng)無涂改和行間插字，除非這些改動(dòng)是根據(jù)文件的指示進(jìn)行的，或者是為改正投標(biāo)單位造成的必須修改的錯(cuò)誤而進(jìn)行的。有改動(dòng)時(shí)，修改處應(yīng)由授權(quán)的代表簽署證明或加蓋校正章。

 

（ii）The original and all copies of the full set of pre-qualification documents shall be printed, written or photocopied using ink or ink that cannot be erased, and shall be signed and affixed with the official seal(or Electronic seal) of the tendering company by the legal representative or its authorized representative. The pre-qualification documents shall be free of alterations and interlinear insertions, unless such alterations are made in accordance with the instructions of the documents or to correct errors caused by the tender entity that shall be corrected. In case of changes, the changes shall be certified by the authorized representative's signature or stamped with a corrective seal.

 

• 資格預(yù)審文件中所有的資格標(biāo)準(zhǔn)證明文件均須在有效期內(nèi)，加蓋投標(biāo)單位公章（或電子章）。否則資格預(yù)審文件在符合性檢查中將被視為無效投標(biāo)。

 

（iii）All qualification criteria supporting documents in the pre-qualification documents shall be valid and stamped with the official seal(or Electronic seal) of the tendering company. Otherwise, the pre-qualification documents shall be considered invalid in the conformity check.

 

• 如為聯(lián)合體投標(biāo)，聯(lián)合體各成員的資格預(yù)審申請(qǐng)文件均須分別加蓋各自的單位公章（或電子章）、騎縫章。

 

（iv）In case of joint tendering, the pre-qualification application documents of each member of the consortium shall be stamped with their respective official seal(or Electronic seal) and seam seal.

 

• 資格預(yù)審申請(qǐng)成冊(cè)文件均須制作目錄并標(biāo)注頁碼。

 

（v）The pre-qualification application documents must be made into a catalog and marked with page numbers.

 

• 資格預(yù)審申請(qǐng)文件報(bào)名材料語言必須以中文為主，存在必須使用英文或其他外文，須提供中英文對(duì)照格式，中英文不一致之處，以中文為準(zhǔn)。

 

（vi）Pre-qualification application documents registration materials language shall be mainly in Chinese, if English or other foreign languages are necessary, both Chinese and English versions shall be provided. In the event of any discrepancy between the Chinese and English, the Chinese version shall prevail.

 

• 未按本須知規(guī)定的格式填寫資格預(yù)審文件、資格預(yù)審文件字跡模糊不清的，其投標(biāo)無效。

 

（vii）If the pre-qualification documents are not filled out in the format specified in these instructions, or if the pre-qualification documents are illegible, their tenders will be invalid.
